On November 29, 2025, at approximately 9:07 P.M., Trooper Miller of the Minnesota State Patrol was dispatched to respond to a report of an off the road vehicle located in the area of northbound 694 at 15th Street North, in the City of Oakdale, Washington County, Minnesota. As the trooper approached the vehicle he was addressed by a man who was standing outside of the vehicle who stated that he lost control and went into the ditch. The male was later fully identified to be KYLER WILLIAM DECORAH, [DOB REDACTED], Defendant herein.
While speaking with Defendant, the trooper smelled an odor of an alcoholic beverage emitting from his person. Defendant admitted to having consumed one drink earlier in the day. The trooper administered the Horizontal Gaze Nystagmus (HGN) test, during which he observed clues of impairment. No other standardized field sobriety tests were performed due to the poor weather. Defendant submitted a sample for a preliminary breath test, the result of which indicated he had a 0.306 BAC. Defendant was placed under arrest and transported to the Washington County Jail.
Defendant was read the Minnesota Breath Test Advisory and subsequently agreed to submit to an evidentiary breath test. Defendant was administered a Data Master Transportable (DMT) breath test at approximately 10:39 P.M., the final reading of which indicated he had a 0.29 BAC. A review of the Defendant's records shows no prior qualifying impaired driving related convictions.
