On August 7, 2025, at approximately 7:12 PM, St. Cloud Police Officer Richter was advised by dispatch that Morris Royston, [DOB REDACTED], the defendant herein, was currently outside the Place of Hope, located on Ninth Avenue North in the City of St. Cloud, County of Stearns, State of Minnesota. Officer Richter had previously responded to an assault on July 29, 2025 in the City of St. Cloud, County of Benton, in which the victim, [NAME REDACTED]C., fully identified in the police reports, had identified the defendant as the person who had assaulted him.
Officer Richter approached the defendant and advised him he was under arrest for this assault. In a search incident to arrest, Officer Richter located two small baggies of a crystal-like substance in his left pants pocket. The defendant advised he also had a "meth pipe" on him, which Officer Richter recovered as well. Officer Richter later weighed the two baggies together and found they were 1.17 grams with packaging of field tested positive Methamphetamine, a Schedule II Controlled Substance. Complainant has reason to believe and does believe that all of the above information is true and correct.
The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 7th day of August, 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
