On Wednesday, October 22, 2025 at approximately 8:37 P.M., St. Anthony Police Officer Dalton Krueger (hereinafter, “Officer Krueger”) along with St. Anthony Police Field Training Officer Trent Studer (hereinafter, “FTO Studer”) were made aware of a domestic assault report at: [ADDRESS REDACTED], [APT REDACTED], in the City of St. Anthony, County of Hennepin, that occurred on Sunday, October 19, 2025. Officer Krueger called the Reporting Person, Cheryl Criswell (hereinafter, “Criswell”) and she stated that her granddaughter, with the initials CGL, who is a minor, (hereinafter, “Victim”) had been assaulted on Sunday, October 19, 2025. Criswell told Officer Krueger that her daughter, Ciony Lee Sengson, [DOB redacted], (hereinafter, “Defendant”) had come over to the residence on Sunday.
Officer Krueger asked what occurred on Sunday and Criswell told Officer Krueger that Defendant had been doing drugs in the house and Victim took a video of it. When Defendant noticed that Victim was taking a video, Defendant got mad. Criswell stated that the Defendant then pushed the Victim [NAME REDACTED], hit her, and kicked her. Criswell stated that the Victim is the Defendant’s daughter and that Criswell adopted the Victim [NAME REDACTED]. Criswell also told Officer Krueger that she was renting an apartment for the Defendant to stay but is unsure if the Defendant stays at the apartment permanently.
Criswell also told Officer Krueger that the Defendant does not have a current phone number. Criswell stated that she is currently in the process of obtaining an OFP against the Defendant. Criswell told Officer Krueger that she was attacked by the Defendant about 8 months ago, but did not report it at the time. Officer Krueger asked where the Victim's injuries were on her person. Criswell told Officer Krueger that the Victim [NAME REDACTED] on her head and a bruise on her left leg. Officer Krueger then gave Criswell a case number for the incident.
Criswell sent Officer Krueger images documenting the Victim's injuries. Criswell told Officer Krueger that the red mark on the Victim's face was from an unknown time where the Victim [NAME REDACTED] in the face with a door by the Defendant. She also sent Officer Krueger a video of the Defendant doing drugs in the house. See attached media. On Friday, October 24, 2025, St. Anthony Police Detective, Jonathan Schlingman (hereinafter, “Det. Schlingman”) reviewed this report. Det. Schlingman watched the videos provided which shows the Defendant doing drugs and she and her daughter, the Victim, arguing and it appears there was an altercation.
Det. Schlingman attempted to contact the Victim at the phone number provided. The phone rang, someone answered and then hung up. On Monday, October 27, 2025, Det. Schlingman attempted to contact the Victim [NAME REDACTED]. Det. Schlingman was able to leave a voicemail after no contact was made. Det. Schlingman received a phone call from the Victim. The Victim agreed to speak with Det. Schlingman about the incident. The Victim stated that her grandmother (Criswell) is her legal guardian since she was 9 years old.
