On January 28, 2026, the East Metro Human Trafficking Task Force (EMHTTF) conducted a covert operation designed to combat the demand-side of persons who seek to purchase commercial sex acts from minor children. An undercover (UC) law enforcement officer posted an advertisement on a known commercial sex website or social media application where known commercial sex acts are brokered. The advertisement stated, "I'm available for INCALL. I'll take you for a very wet ride (squirt emoji)." Incall is an industry term signifying a prostitution date at the sex worker's home or current location.
The advertisement listed rate of $200 for an hour, $150 for 30 minutes, and $100 for a quick visit. The advertisement listed full service, which is an industry term for sexual intercourse. Law enforcement used "decoy" pictures depicting a known adult female who may appear to be underage. A contact phone number was listed on the advertisement. On January 28, 2026, an individual with a telephone number ending in 2037 initiated a text conversation with the UC using the number on the advertisement. Detectives later learned the phone number belonged to TERRY VALENTINO REYNOLDS, [DOB REDACTED]. In the text chat, Reynolds sent a picture of himself and stated, "I'm tryna party and cuff under my wing make u my little demon." Reynolds said he would take her to a movie then Dave and Busters and "hit some tune,.after being a gentleman I'ma show u want (sic) daddy really like." Defendant then sent a squirt emoji which is used for ejaculation.
The UC told Reynolds that she was 16 years of age. Reynolds stated that she was a little young but that he did not mind helping a lady "wit a little money." Reynolds asked where the UC lived. The UC told Reynolds that she lived near a park in Stillwater, Washington County, Minnesota. Reynolds then sent a text "I'ma help u make some bread u come to the citys wit me I got u it's up to u. I'm talking act quick easy money legit." Reynolds then asked for a body picture of the UC and asked if the UC was law enforcement.
The UC stated, "ya im real I don't know if I wanna work for someone." Reynolds responded, "I said u I was gonna help u out but if u don't lmk." Reynolds again asked for more body pictures. Reynolds called the UC phone number and spoke with a female UC officer. Reynolds did not want to talk about sexual transactions over the phone because it would "make it go federal." The UC asked if Reynolds would bring condoms, which Reynolds agreed. Reynolds also agreed to pick the UC up at the Stillwater location.
On 1/30/2026, Reynolds stated he was driving a black car when he arrived at the location. Officers saw a black Volkswagen Jetta pull into the parking lot. When offices blocked the Jetta in the parking lot and initiated its emergency lights. In an attempt to flee, the Jetta quickly reversed and backed into the squad car causing damage to both cars. Officers exited the squad with a duty rifle drawn. Reynolds and a driver, identified as Dakotah Robert Ott, [DOB REDACTED], exited the car and were taken into custody.
