On November 21, 2025, at approximately 11:05 P.M., Saint Paul Officer Mendez was patrolling the west on Sherburne Avenue, Saint Paul, County of Ramsey, when he observed a dark SUV-2014 Cadillac SRX- driving south on Western Avenue toward University Avenue that appeared to travel faster than the posted 25 mph zone. At Sherburne and Western Avenue, the SUV turned east on University Avenue from Western Avenue without signaling its turn. Officer Mendez drove over the posted speed limit to catch up to the SUV. The SUV turned into the McDonald’s parking lot at [ADDRESS REDACTED]. Officer Mendez activated emergency squad lights, conducted a traffic stop, and approached the vehicle.
The driver was later identified as MARTEZ LAVELL GIBSON, [DOB REDACTED]. When GIBSON spoke, Officer Mendez noted a strong odor of consumed alcohol from him. When asked, GIBSON said he did not have anything to drink on this night. GIBSON’s eyes were bloodshot and watery. GIBSON was escorted out of the vehicle and walked to the back of the squad car where the Horizontal Gaze Nystagmus test was conducted. During the test, signs of impairment were noted to include lack of smooth pursuit in both eyes, distinct and sustained nystagmus at maximum deviation in both eyes.
When asked, GIBSON said he did not want to continue with tests. GIBSON was arrested for DWI. During a search, a small clear baggie with a white substance was found in GIBSON’s left sock. A PBT was administered, result.13 BAC. At the jail, the Breadth Test Advisory was read to GIBSON and he was given attorney time. GIBSON agreed to the DMT test, result.11, date 11/22/2025, 12:10 A.M. Presumptive test was conducted on recovered drug, item #1, labeled small clear baggie of unknown white substance suspected crack cocaine, result positive cocaine, net weight 1.88 grams.
