On July 11, 2025, at approximately 11:20 P.M. Officer Priebe with the St. Cloud Police Department initiated a traffic stop on a Dodge Ram pickup truck at Highway 23 and 19 12 Avenue South in the City of St. Cloud, County of Stearns, State of Minnesota. Office Priebe was on routine patrol in a fully marked squad at the Kwik Trip gas station off of Highway 23 and 22nd Avenue north. As he pulled into the gas station he parked at the pumps next to a Dodge Ram with dark window tint on all four side windows.
The registration on the vehicle came back to Tiffney Lee Emerson, [DOB REDACTED], the defendant herein. A review of the defendant's license showed her license was revoked and she had a felony warrant for 5th degree drugs out of Swift County. Officer Priebe left Kwik Trip and went across the street where he saw the defendant leave the parking lot and head onto 22nd Avenue towards Highway 23. Officer Priebe pulled out behind the vehicle and initiated the traffic stop. The defendant's driver's window was now down and he could see inside with the rearview side mirror.
The driver appeared to be the defendant, who did confirm it was her. The defendant was asked to step out of the vehicle and was informed of her active felony warrant. Officer Priebe could immediately see a butane torch used for smoking narcotics in the center console in one of the cup holders. The defendant stated she had meth in the vehicle and it was at least 10 grams, located in a black bag in the front passenger seat. The defendant stated she uses meth and that she had just purchased within the last week.
A search of the black bag contained a plastic container containing a large amount of crystal meth, which was later NIK tested positive for methamphetamine and weighed 18.1 grams. Ultimately located inside the vehicle was three other rubber containers of marijuana wax, a baggies of marijuana, weighing 4.82 grams, a baggie of suspected mushrooms weighing 5.93 grams, and a small clear containing.1 grams of black heroin. A clear baggie with suspected methamphetamine which later NIK tested positive weighed 3.75 grams.
A total of 21.85 grams of methamphetamine was located in the vehicle, a controlled II substance. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or about the 11th day of July 2025, in the City of St. Cloud, County of Stearns, State of Minnesota, committed the offenses described herein.
