On December 10, 2025, multiple officers went to [address omitted]., in the city of Anoka, County of Anoka, Minnesota, to investigate a 911 hang up call. Officers learned while en route that a male later fully identified as Thomas Robert Luchsinger Jr. ([DOB redacted]), hereinafter the Defendant, may have cut himself with a knife and was actively suicidal. 911 continued to receive additional reports including that he had consumed a large number of anti-depressants recently. One of the phone numbers which called 911 was registered to a female A. L. R. ([DOB redacted]_ When Officers arrived they attempted to gain entry to the apartment complex and then made contact with the Defendant as he was standing at the window on the second floor.
Officers noted that there was a cut to his neck. Officers spoke with him in an effort to get him to come outside. While speaking with the Defendant he raised his right hand which was holding a black pistol. Officers all took cover behind vehicles and attempted to negotiate with him. Several times the Defendant pointed the firearm at officers closest to the building, then pointing the pistol at his head and putting it in his mouth. He repeated these movements several times while clearly distraught.
Police attempted to de-escalate the situation but were unable to convince the defendant to exit the residence. At one point he discharged the weapon which did not sound like a firearm and made police believe he was holding a replica weapon or CO2 powered BB gun. A short time later a women, later idetified as A. L. R. Came to the window and she and the defendant moved away into the residence. Police heard a struggle and elected to forcibiliy enter the apartment, breaking down the door to the aprament building and then the apartment.
Police colletected both the BB Gun, a replica of a Glock handgun, and a large knife the Defednant used to cut himself. Ms. Ross told police that she was afraid the Defendant was going to kill her that night. The Defendant is currently being treated at Mercy Hospital his release date is currently unknown, therefore the State requests this complaint issue as a warrant. “The State requests a body only complaint warrant in this matter and requests that the Defendant be held in custody until appropriate bail and conditions of release be set pursuant to Minn.
R. Crim. Pro 6.02, Subd. 1, to include the issuance of appropriate protective orders.
