On or about March 4, 2026 at approximately 5:30p, law enforcement was dispatched to Mille Lacs Health System for an individual that was being disruptive. Law enforcement learned that JAMES ANTHONY STALPES ([DOB REDACTED]) had been transported to the hospital by EMS but was refusing to listen to medical staff and was trying to leave. When law enforcement arrived, they met with a medical staff member, Female-1, who indicated that STALPES was big and intimidating and that was why they needed the police there.
Law enforcement went further and encountered another medical staff, Male-1, coming out of a room. Male- 1 informed law enforcement that STALPES needed to be put in handcuffs. Male-1 indicated that STALPES had threatened to track Male-1 down and kill him. Law enforcement made contact with STALPES who was trying to head for the door to leave. Law enforcement advised him that they were going to put handcuffs on him for everyone's safety. Once handcuffed, staff asked STALPES how much alcohol he had drank that day and he responded "a lot." STALPES began to tell the officer that he was in the CIA, that he was in the Army and that he sold weapons to Ukraine.
The officer continued to speak with him to keep STALPES calm. STALPES informed the officer that law enforcement was making a big mistake as federal agents were coming to the hospital. As medical staff needed to draw blood from STALPES, law enforcement assisted them. STALPES continued to talk about how "the suits that are coming, they need me elsewhere." He informed staff and the officer that they did not realize how easy it would be for him to kill them all right now. As the handcuffs were impeding the blood draw, STALPES started laughing and told them "I'm going to kill both of you right now." STALPES was warned that he could not threaten people.
He responded by saying it was what he did for a living. Law enforcement and medical staff continued to attempt to get a blood draw but were unable to do so due to STALPES veins and the impediment of the handcuffs. Law enforcement asked if they could take them off but STALPES response concerned them. In all, it was nearly an hour that was spent trying to keep STALPES calm and get a blood draw. Later, the officer spoke with Male-1 about the incident. Male-1 indicated that STALPES had told him he was in the CIA and had returned from the Ukraine.
STALPES threatened to kill Male-1. STALPES indicated that he had said too much and now he was going to have to "shoot" Male-1. STALPES told Male- 1 that when he left the hospital he was going to track Male-1 down and kill him. When STALPES had threatened him, he had stood up and got right into Male-1's space. Male-1 indicated that he felt threatened by STALPES and asked about a restraining order. 2 ••-CR-••-•••• Filed in District Court State of Minnesota 3/5/2026 Law enforcement spoke with Female-1 who had witnessed the earlier altercation with STALPES and Male- 1. She said that STALPES said he was going to track Male-1 down and kill him.
