Based on reports from an incident occurring on December 27, 2024, your Complaint offers the following to establish probable cause: At approximately 7:28 P.M. On November 5, 2025, Oakdale Police Officers were dispatched on a disturbance call at [ADDRESS REDACTED] North in the City of Oakdale, Washington County, State of Minnesota. Upon arrival, Officers spoke with the caller who said she was outside walking her dog and heard someone screaming for help. The screaming came from inside the apartment complex located at the above-referenced address.
Officer entered the complex and heard noise coming from [APT REDACTED]. Officers reported hearing someone say "help" from inside. The person inside the apartment was later identified as AMANDA JOLEEN MONTBRIAND [DOB REDACTED]. Officers called MONTBRIAND's cellphone multiple times and were not able to make contact with her. Officers knocked on her door several times. MONTBRIAND eventually unlocked the door. Officers reported after the door was unlocked, they heard footsteps walking away from the door.
Officers then entered the apartment and heard MONTRBIAND voice from a back bedroom. MONTRBRIAND was lying on her bed moving back and forth, moaning, and yelling. Officers observed an empty bottle of vodka on the floor in the bedroom and appeared impaired. Officers observed paraphernalia on the living coffee table. In the livign room Officer found a Ziploc style baggie containing 17.5 grams of substance containing methamphetamine.
