On 03/22/2026 at about 2106 hours, St. Paul Police responded to [ADDRESS REDACTED] in St. Paul, Ramsey County for a burglary. The caller reported that somebody was in their houseboat and that her husband was stalling him for police. Upon arrival, an Officer spoke with the houseboat’s owner, RMB, and the suspect, who was later identified as Ramses Andres GARCIA ORTEGA [DOB REDACTED]. RMB told police that he and his wife were on vacation for five days and returned to their home at about 2105 hours.
After opening the door, RMB called out to his cat inside and GARCIA ORTEGA, who was in a bedroom, yelled something like "don't be alarmed." RMB stalled GARCIA ORTEGA until police arrived. GARCIA ORTEGA said he lost the keys to his van that was parked nearby and needed a place to stay for the night. GARCIA ORTEGA entered the houseboat through a backdoor by moving a large grandfather clock that was blocking it. While in the houseboat, GARCIA ORTEGA rummaged through the residence, took a bottle of wine, and drank half of it.
GARCIA ORTEGA slept in the bed, used the bathroom, and vomited in a small trash bin next to the bed. GARCIA ORTEGA originally said he was only in the house for a couple hours but later changed his story saying he had been there the whole day. GARCIA ORTEGA also said that RMB’s relative was in the house two days earlier to feed the cat but did not see GARCIA ORTEGA. GARCIA ORTEGA was arrested. During a search incident to arrest, on his person, police found syringes, lighters, small pieces of tinfoil indictive of drug use, and a small tin filled with empty plastic baggies.
GARCIA ORTEGO declined a formal interview.
