The Complainant having reviewed the applicable reports believes the following facts to be true: On November 23, 2025, officers with the St. Paul Police Department were dispatched to an apartment on Hazel Street North in the City of St. Paul, County of Ramsey, State of Minnesota for a reported domestic assault and property damage complaint. Upon arrival, they spoke with S. S. H., fully identified in the police reports. S. S. H. Reported that she recently broke up with her boyfriend, Jose Carlos Marroquin Jordan, [DOB REDACTED], the defendant herein.
That evening, the defendant showed up at her apartment unannounced. He pounded on the door and made a scene. S. S. H. Exited the apartment to try and calm down the defendant. The defendant began to yell at S. S. H. About his phone and their shared phone plan. The defendant slapped S. S. H. On her left cheek. The defendant threatened to fight S. S. H. If she did not return the phone. The defendant left but later returned. Upon his return, he threw rocks at her windows, causing damage that was visible to officers.
S. S. H. Also provided video footage of the defendant throwing items at her windows. The defendant was not on scene when officers arrived and they have not located him. Officers also learned that the defendant previously strangled S. S. H., leaving marks. They also learned that the defendant threatens, assaults, or intimidates S. S. H. When he comes over to her apartment and that his behavior has been escalating. The defendant has also threatened S. S. H.’s mother if S. S. H. Ever called the police.
Complainant has concerns for S. S. H.’s safety and requests a warrant for the defendant’s arrest.
