On September 25, 2025, Cold Spring Officer Henningsgaard was dispatched to investigate a burglary at an apartment complex in the City of Cold Spring, County of Stearns, State of Minnesota. Officer Henningsgaard spoke with the manager, K. M. S., who reported that a male broke into the lock box on the outside of the building on September 20, 2025, and used the keys to access the building. She said she reviewed surveillance video that showed the male steal two items of mail once he gained entry. The male also entered the office area, fitness area and maintenance room, using keys to gain access to these areas.
K. M. S. Believes at least one item was stolen from the office area. K. M. S. Later reported that their live-in maintenance worker, P. N., had his wallet stolen from his vehicle that was parked inside the maintenance room. Officer Henningsgaard reviewed the surveillance video from the apartment building, as well as surveillance video from several debit card transactions made on September 20, 2025, on P. N.'s debit card. Officer Henningsgaard determined that the same male who broke into the apartment building was making or attempting all of the transactions on P. N.'s card.
Officer Henningsgaard sent several surveillance photos to surrounding agencies and to Tri-County Crime Stoppers. Officer Henningsgaard was able to obtain a positive identification of the male as Jamie Michael Balfanz, [DOB REDACTED], the defendant herein. Surveillance video confirmed the defendant arrived at the apartment building on September 20, 2025, at 5:27 A.M. And entered the building just prior to 5:34 A.M. The defendant was in the building until 5:59 A.M. The transactions on P. N.'s debit card began at 6:36 A.M. At Casey's in Richmond.
The defendant remained in the area making transactions or attempting transactions until 7:31 A.M. Officer Sweeter reviewed surveillance video and bank records and confirmed that the defendant used P. N.'s card at Casey's in the City of Cold Spring, County of Stearns, on September 20, 2025, at 6:36 A.M. In the amount of $256.95. This was for a purchase of a $250 gift card with activation fees. The defendant then attempted another transaction at 6:38 A.M. For another gift card but was denied the gift card and made a purchase for $3.75. The defendant then went to Granite Bank in the City of Cold Spring and used the ATM to make several transactions or attempts between 7:22 A.M. And 7:29 A.M. The attempted transactions totaled $2,080. The successful transactions totaled $480. Surveillance video confirmed he had a handful of cash when he walked away at 7:29 A.M. The defendant attempted an ATM withdrawal in the amount of $200 at Magnifi in the City of Cold Spring at 7:31 A.M. That was declined.
Later on this same date, the defendant attempted two transactions at Walgreens in the City of Sauk Rapids, County of Benton for $106.95 and 100, that were declined. The total amount of successful and attempted transactions on P. N.'s card was $3,434.60. Complainant has reason to believe and does believe that the above information is true and correct. The above facts constitute your complainant's basis for believing that the above named defendant, on or about the 20th day of September, 2025, in the City of Cold Spring, County of Stearns, and City of Sauk Rapids, County of Benton, State of Minnesota, committed the offense described herein.
