On October 25, 2025, Woodbury Police Department Det. Myers was dispatched to the Ulta Store located within Woodbury, Washington County, Minnesota for a report of shoplifting. Det. Myers made contact with the complainant/store manager, who stated that a lone male suspect entered the store and stole approximately $1,600.00 worth of tester fragrances. The suspect was later seen leaving in vehicle with Texas license plate TFS****. Det. Myers conducted a search of Woodbury ALPR data and saw that the car was captures driving westbound on Hudson Road from Radio Drive at 11:47 hours.
Det. Myers learned that the same suspect vehicle was involved in a theft from a Kansas City area Ulta store a few days prior. Later in the day, on October 25, Det. Myers learned that the suspect vehicle was involved in a theft from an Ulta store located in Eagan, Minnesota. Det. Myers reviewed the surveillance footage from the store and saw the suspect select multiple tester fragrances and conceal them on his person, and leave the store without paying for them. On October 26, 2025, Det. Myers learned that the suspect vehicle was located in Euless, Texas.
He made contact with a Euless Police Department officer and provided him with photographs of the shoplifting suspect. On November 4, 2025, Det. Myers heard back from a detective with the Euless Police Department, who advised him that they had identified the suspect as GUSTAVO BETANCOURT GONZALEZ [DOB REDACTED]. The Euless Police Department detective made the identification with the assistance of facial recognition technology. The detective informed Det. Myers that Gonzalez had a history of shoplifting in south Texas, including numerous incidents at Ulta stores in the San Antonio and Houston areas.
Det. Myers later obtained photographs of Gonzalez and saw that it appeared to be the same individual who shoplifted from the Woodbury Ulta on October 25, 2025. Additionally, Det. Myers observed that both individuals had a distinctive tattoo on their left hands. Det. Myers obtained further information from both the Eagan Police Department and the Blaine Police Department involving thefts from their Ulta stores on October 25, 2025. The same suspect, matching Gonzalez's description, was observed stealing $3,250.00 worth of merchandise from the Eagan Ulta store on October 25, 2025. The same suspect, matching Gonzalez's description, was observed stealing $2,620.00 worth of merchandise from the Blaine Ulta Store on October 25, 2025. On November 12, 2025, Det.
Myers received an itemized list of merchandise stolen from the Ulta store, which had a total value of $2,031.00. The total aggregate value from all three shoplifting events totals $7,901.00. Gonzalez has been convicted of nine thefts in the state of Texas since 2021. Attempts to find Gonzalez's current phone number were unsuccessful. Betancourt's most recent address is listed to Houston, Texas. The State is requesting a nationwide complaint warrant.
