Donna Mcmillan Turner

Complainant is Maple Grove Police Department Detective Angie Sellman. Complainant states that on November 5, 2025, officers conducted a traffic stop in the area of Elm Creek Boulevard in the city of Maple Grove, Hennepin County, Minnesota, after observing the driver commit a hands-free violation. Officers observed the driver of teh vehicle actively using her cell phone, hilding it and pressing buttons when they observed her, while operating a motor vehicle. Officers observed the vehicle was a Dodge Durango SUV, however the license plate came back as registered to a red Mazda CX-5. Upon stopping the vehicle, the driver, later identified as DONNA MCMILLAN TURNER [DOB REDACTED], exited her vehicle and met officers outside the vehicles.

TURNER admitted to the hands free violation and provided her driver's license. TURNER did not have valid insurance with her. An inquiry of TURNER's license showed that it was revoked and that TURNER was required to participate in the ignition interlock device program. TURNER admitted to officers that she did not have a valid license and was aware of it. TURNER advised that she "took the risk" today because she could not afford an Uber. TURNER further admitted that the license plates on the Durgano were from her other vehicle.

Officers observed that the Durango was not equipped with an ignition interlock device. TURNER was placed under arrest and transported to the Hennepin County Adult Detention Center.
