ISAAC RYAN VANCE, [DOB REDACTED], has the following prior domestic violence convictions in the past ten years. ••-CR-••-••••, Violation No Contact Order w/in ten years, felony conviction 3/1/2017 (not same victim) ••-CR-••-••••, Assault 2nd Degree, felony conviction 11/10/2021 (not same victim) On May 12, 2026, at 3:40 A.M., Saint Paul Officers responded to the 1500 block of Maryland Avenue, Saint Paul, County of Ramsey, on a domestic assault. When officers arrived, VANCE opened the door, but declined to speak with officers.
DMF was behind VANCE, and said he needed to leave. DMF said she was sleeping on her bed with her child. She was awakened to her brother, VANCE, dumping water on her and demeaning the way that she lives her life. VANCE had been drinking throughout the night and is abusive when he does. DMF and VANCE argued. He told her she is a bum. DMF also told VANCE he is a bum because he is living at his mother’s house. VANCE told DMF he was going to have people go over to beat her up. DMF said that she would also have someone go over and do the same to him.
VANCE punched her in the face four times with his closed fist. DMF went upstairs to awaken their mother and to use her telephone to call 911. DMF heard VANCE going upstairs, so she disconnected the 911 call. VANCE left and she called 911 again. VANCE grabbed the phone from her and threw it on the floor causing the screen to break. VANCE pushed her onto her mother’s bed, got on top of her, wrapped his arms around her neck, and choked her. DMF’s mother tried to separate them, but was not able to due to VANCE’s size.
DMF said while she was strangled, she gasped for air. DMF’s mother, MDF, said her daughter, DMF, went upstairs and awakened her. MDF put in her hearing aids. She knew that DMF and VANCE were arguing, but could not discern what they were saying because they spoke too fast. They fell onto her bed. She tried to break them up, but her son, VANCE, is too big. VANCE was behind DMF with his arms around her neck trying to choke her. When DMF broke free, she gasped for breath. DMF’s face was bruised. She had three small bumps on her forehead.
There was also a broken phone that was photographed. In a subsequent conversation with an investigator, DMF said she and her brother, VANCE, both live with their mother. She said VANCE hit her in the face two or three times. She said she remembered VANCE being behind her and grabbing her, but does not remember being strangled. DMF said she was not on the phone with 911 when VANCE took the phone from her.
