Probable Cause
On March 26, 2026, at 3:38 P.M., Stillwater Police responded to the Wells Fargo bank in the city of Stillwater, Washington County, Minnesota on a report of a person with a weapon. The person was later identified as Diana Doralee Rigney, [DOB REDACTED], Defendant herein. Defendant was carrying a black folding knife with the blade exposed. Law enforcement then took a statement from bank employee/Victim. Victim [NAME REDACTED] went to her car to leave and had to exit because of a maintenance issue. When Victim [NAME REDACTED] into the vehicle, Defendant came into the vehicle on the passenger side and pointed the knife at her.
Victim [NAME REDACTED] had the tip of the knife was very near her waist but didn't say anything to her but Victim [NAME REDACTED] was very afraid. After about 5 or 6 minutes, Victim [NAME REDACTED]. Defendant remained in the vehicle and slid over to the driver's seat. Defendant attempted to start the vehicle but Victim had the keys with her. Eventually, Defendant left the vehicle and walked away from the area. Another bank employee witnessed Victim [NAME REDACTED] inside of the bank after this incident exclaiming that someone had jumped into her vehicle when she was trying to leave.
Defendant is in custody.
