Complainant is Minnesota State Patrol Trooper Cody Schyma. Complainant states that on December 9, 2025, at approximately 9:49 pm, troopers responded to the area of I-94 in the city of Maple Grove, Hennepin County, Minnesota, regarding a motor vehicle crash. Upon arrival, troopers observed the vehicle left the exit ramp and went into the right ditch, continuing through the ditch and into a fence. The vehicle came to a stop when it crashed into a small creek and trees. Troopers approached the vehicle and observed the driver and sole occupant sitting in the driver's seat.
The driver was identified as SHANNON MARIE HORTON [DOB REDACTED]. HORTON's vehicle was on its side and she needed assistance crawling out of the passenger door. Troopers observed that inside HORTON's vehicle there were multiple bottles of hard alcohol containing various levels in the front compartment of the vehicle. Once HORTON exited the vehicle, troopers observed she had an overwhelming odor of alcohol coming from her person. Troopers walked back to their squad car with HORTON and observed she was unsteady on her feet while walking.
There was significant weather conditions and bad road conditions, so Standardized Field Sobriety Tests (SFSTs) were unable to be safely completed. HORTON provided a PBT sample of.191 BAC. HORTON was placed under arrest and was transported to the Hennepin County Medical Center. Troopers obtained a search warrant and HORTON consented to give a urine sample. HORTON provided a urine sample at 10:50 pm, within two hours of her driving conduct. The urine sample was sent to the Bureau of Criminal Apprehension for testing.
HORTON agreed to give a post-Miranda statement and advised troopers that she was driving from Weaver Lake Road back to the Elm Creek rest area in her vehicle. HORTON advised she had been drinking at a friend's house and estimated that she had two shots over an hour, but did not feel the effects of what she had to drink and didn't believe it impacted her ability to drive. On December 30, 2025, troopers received the BCA toxicology results, which revealed HORTON to have an ethyl alcohol concentration of 0.179 +/- 0.010 grams per 67 milliliters of urine with a 99.73% level of confidence.
