That on or about October 16, 2025, Officer Dansby with the St. Louis Park Police Department, while on patrol near 36th St. W. And Boone Ave. S., located in the City of St. Louis Park, County of Hennepin, State of Minnesota, had their attention drawn to a 2018 Black Audi Q5 with MN Plate EEY-528 (“suspect vehicle” herein). The suspect vehicle was displaying a registration sticker on the license plate from 2022. Officer Dansby ran a routine check on the suspect vehicle’s license plate through a law enforcement database and confirmed the suspect vehicle’s registration was expired as of October 2022. The last time a registration sticker was purchased for the suspect vehicle was in the month of September in the year 2021. Officer Dansby initiated a traffic stop on the suspect vehicle.
Officer Dansby contacted the driver of the suspect vehicle, later identified via their MN driver’s license as Z. I. Officer Dansby was informed by Z. I. That ELISHA OSORO NYABUTO (“Defendant” herein) is the registered owner of the suspect vehicle. Z. I. Provided Officer Dansby with Defendant’s contact information. At the time of the traffic stop, on or about October 16, 2025, Officer Dansby contacted Defendant, who confirmed he was the registered owner of the suspect vehicle and did not have updated registration.
Defendant stated he was allowing Z. I. To use the suspect vehicle to move items. Officer Dansby inquired if Defendant had motor vehicle insurance on the suspect vehicle. Defendant was not able to provide Officer Dansby with proof of motor vehicle insurance at the time of the call on October 16, 2025. That on or about October 20, 2025, Officer Dansby sent Defendant an insurance demand letter with a ten- day deadline to respond. Defendant never responded with proof of motor vehicle insurance by the October 30, 2025, deadline.
It was determined Defendant neglected to properly list and apply to purchase updated registration on the suspect vehicle with the intent to escape payment of any tax associated with the suspect vehicle. At present, Defendant is not in custody.
