On or about June 16, 2026, the Minnesota Human Trafficking Task Force conducted an undercover juvenile demand suppression operation in the City of St. Paul, Ramsey County, State of Minnesota. Law enforcement created an advertisement for commercial sex for one female and posted it on numerous websites commonly used for the purchase of commercial sex. During the operation, a male identified as KYLE JOSEPH JUDGE [DOB REDACTED], Defendant herein, contacted the number on the ad and asked “[h]ow much for a qv” meaning a “quick visit” of sexual services for money.
The Defendant was told “QV is 100”, meaning $100 for the quick visit of sexual services. The Defendant asked if “Bbj ok?”, a phrase commonly referred to oral sex without a condom. The Defendant was told that it would be extra. The Defendant then asked “QV with bbj how much”. The Defendant was told that would cost $150. The Defendant was asked for his age and race and the law enforcement decoy responded with “kk I’m 16”. The Defendant then asked the decoy if the services would be “incall” meaning at the decoy’s address then asked for the address.
The Defendant was asked exactly what he was wanting and he confirmed he wanted the "[f]ull service qv with bbj" which cost $150. The Defendant was provided the pre-determined location, located in the City of St. Paul, Ramsey County, State of Minnesota. At approximately 6:46 P.M., the Defendant arrived at the location and was taken into custody. During a search of his person, law enforcement located $300 in cash and a cell phone. Law enforcement sent a text code to the number they were communicating with who was attempting to purchase sex and the text code appeared on the Defendant’s phone.
In a post-Miranda statement, the Defendant admitted to using a website to contact an ad for sexual services. The Defendant admitted to agreeing to pay $150 for sex and oral sex without a condom. The Defendant agreed to unlock his phone and law enforcement immediately observed the chat with the law enforcement decoy. The Defendant said he understood 16 to be an age but stated he did not recall seeing the message.
