The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On April 22, 2025, at about 10:00am, a Roseville Police officer working off-duty at Walmart, [ADDRESS REDACTED], Roseville, Ramsey County noticed a man acting suspiciously while purchasing only gift cards, a common route for fraud. Among other things, the man’s face, head, and arms were closely covered, with no apparent reason and despite the warmth in the store. The officer alerted a store loss-prevention employee, who observed as the man attempted to purchase two gift cards using a credit card; both purchases were declined.
The man then exited the store and entered the back seat of a Toyota RAV4, which drove away. The employee told the officer that the name on the credit cards was “CAB” but that the name on the man’s ID card was longer than this and began with an M. He added that the date of birth on the ID card was 9/22/1999. “CAB” was identified as CAB ([DOB REDACTED]). He was reached by phone and confirmed that his wallet and cell phone had been stolen earlier that morning in Minneapolis. He later filed a theft report (Minneapolis PD 25- 705118). The owner of the Toyota was found to be a Lyft driver who confirmed that he had in fact picked up a customer that morning at the store; the destination was found to be an apartment building in Minneapolis.
The account holder was identified by administrative subpoena. She was reached by phone and said that the only other person using her Lyft account at that time was the father of her children, the defendant, MYANDRE DEUANDE LAMAR DABNEY ([DOB REDACTED]). She identified the apartment building in Minneapolis as their shared home at the time. (The two were confirmed to share an address, per driver’s license records.) Surveillance video was recovered from the store. The man seen using CAB’s card matches the defendant.
One of the transactions that the defendant attempted with CAB’s card was for three $100 gift cards, for $314.82 total. The other transaction was for one $150 gift card, for $154.94 total. The defendant’s criminal record includes at least five felony convictions. He is currently in custody in Hennepin County on at least six pending charges, including Threats of Violence. In order for him to be brought to Ramsey County to face charges in this case, a warrant for his arrest is respectfully requested.
