The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On December 18, 2025, at about 6:45pm, Ramsey County Emergency 911 received a call from an apartment on Aurora Ave. In St. Paul, Ramsey County. The caller said that her boyfriend had strangled her; she said that he was currently pounding on the apartment door. St. Paul Police responded and encountered a man in the hallway outside of the apartment. He was identified as the defendant, CHARLES GEROME MORRIS ([DOB REDACTED]). At the apartment, the 911 caller was identified as the defendant’s girlfriend, ALC ([DOB REDACTED]). She said that that evening, they had argued in the apartment, during which he grabbed and forcefully scratched her arm.
She said that she fell on her back and that while she was on the floor, he strangled her with one hand. She said that she pushed him away with her legs, causing his head to hit the wall, and he exited the apartment. ALC said that during the strangulation, which lasted about four seconds, she was unable to breathe, speak, or scream. She said that she may have lost consciousness as well. She said that she now had a sore throat and some difficulty breathing. Officers observed and photographed fresh marks on the side of ALC’s neck, as well as scratch marks and bruising on her arm.
The defendant was taken into custody. In a Mirandized interview, he denied having assaulted ALC on this evening or at any point over the prior several years. He claimed that it was she who was aggressive with him. He said that she threw his belongings around, pushed him into a wall (causing his head to be struck), and blocked him from leaving the apartment. But then he also said that she locked him out of the apartment. He had no explanation for her injuries now.
