Probable Cause
On March 4, 2026, at approximately 11:50 A.M., Hennepin County Sheriff's Deputies were on patrol when the squad's ALPR alerted on a stolen Ford van (MN TAG248) on 26th Avenue North in Minneapolis, Hennepin County. Police ran the plate and confirmed the vehicle was stolen. Police attempted to drive next to the vehicle and lost sight of it. Another officer then radioed they located the stolen Ford on 18th Avenue North, and it appeared to be driving at a high rate of speed to try and evade law enforcement.
The vehicle then parked and the driver exited the vehicle. The driver was identified as KENNETH LOYD BILLINGS [DOB REDACTED], Defendant herein. Defendant had multiple active warrants for his arrest. Defendant was attempting to enter a building on the corner of 18th and Bryant, but a female exiting the building stated Defendant did not have a reason to be there and was not welcome inside. Police informed Defendant he was under arrest for the stolen vehicle and Defendant responded he did not steal the vehicle.
Defendant claimed a friend, who is currently in jail, gave him permission to use the van. Defendant was unable to provide a name or contact information of the alleged friend. At present, Defendant is not in custody.
