On December 2, 2025, police received a cross report about sexual exploitation by an unknown offender. On December 3, police received the Midwest Children’s Resource Center Sexual Abuse Consultation report completed for AMD – YOB: 12/20/2011 (age 13). AMD disclosed to her therapist that she had unprotected sex with a male she believed to be 16 years old. On November 25, 2025, AMD told the nurse that she had been communicating with a boy named Finn, who she met on an app called “Wizz”, on SnapChat.
AMD said Finn told her that he was 16 years old. AMD reported that she arranged to meet with Finn on November 4, 2025, and Finn picked her up at her house. AMD said they drove to a parking lot about 10 minutes away from her home, which is across the street from a location she is familiar with in St. Paul, Ramsey County, Minnesota. In the parking lot, AMD stated that they had sex in the backseat, but AMD had difficulty giving details about what she meant by sex. A few days later, AMD said Finn came by to give her Plan B because “they were not safe and it was unprotected.” Police obtained Finn’s SnapChat username and sent a subpoena to SnapChat to obtain information from his profile.
Police received a prior username with an email address and phone number. The geo locations showed the user of the account being in St. Paul where AMD reported she was with Finn on November 4, 2025. Through additional investigation, police fully identified Finn as FINN FERGUS MUIR – [DOB REDACTED] (age 25). MUIR matched AMD’s description of Finn.
