On or about October 18, 2025, at approximately 2024 hours, Oak Park Heights police officers received a call of an active shoplifting at Walmart located at [ADDRESS REDACTED] in the city of Oak Park Heights, Washington County, Minnesota. Dispatch advised officers that a female suspect involved was trespassed from the West St. Paul Walmart and a male suspect had been trespassed but expired on October 11, 2025. The female suspect was said to be wearing a green jacket and the male was wearing a white long sleeve shirt and yellow pants.
Dispatch advised that the male suspect was selecting items and the female suspect was concealing them in a bag. Officers arrived on scene and entered through the grocery entrance. Officers observed a male and a female matching the description of the suspects leaving the self checkout area. The two would not make eye contact with officers and turned back into the interior of the store before exiting, stating to each other they had to go find something else. Loss prevention advised officers that the two were the theft suspects.
The suspects were confronted about the situation and they stated they were putting things back. The female suspect was identified as SAMANTHA LEE DUNCAN, [DOB REDACTED], the defendant herein. Two items of merchandise were discovered on the defendant's person. The defendant was arrested for the offense.
