On June 8, 2026, at approximately 6:25 pm, officers were dispatched to a past action domestic assault involving Victim (adult female identified in police reports) and KEVIN UDDIN ANSARI [DOB REDACTED]. Officer Garcia Lantigua arrived at the Warming Shelter and met with Victim. He immediately observed that Victim [NAME REDACTED], bruising on her chest, and swelling on her forehead. Victim [NAME REDACTED] had occurred on June 5, 2026, at an apartment on 17th Street SE in Rochester, Olmsted County, Minnesota.
Officer Horton took a statement from Victim. Victim [NAME REDACTED] in a relationship with ANSARI. Victim stated that ANSARI drug her by her hair and punched her in the face with closed fists in the living room of the apartment. Victim stated that ANSARI also strangled her with both hands for approximately 30 seconds and it was difficult to breathe. Victim further stated she felt scared during this assault. Victim [NAME REDACTED] was being assaulted, she felt she had to defend herself and stated ANSARI had scratches on the side of his face.
Victim [NAME REDACTED] at two other men in the apartment to help her, but neither intervened. Officer Horton noted that Victim [NAME REDACTED] on Victim’s face including bother eyes, forehead, and chest. Victim [NAME REDACTED] on her chest came from ANSARI punching her with closed fists. Victim reported ongoing head pain since the assault. Officer Horton observed that Victim’s pupils were unequal in size. Victim told Officer Horton her vision in her left eye was blurry. Officers then responded to the apartment to try to locate ANSARI. When they arrived they located ANSARI and a witness that Victim stated she asked for help.
Officer Garcia Lantigua spoke to Witness 1 (adult male identified in police reports). Witness 1 stated he observed ANSARI and Victim wrestling in the living room for approximately 1-2 minutes. He described seeing grabbing each other and pulling each other’s hair and clothes. Witness 1 denied seeing any punches. Officer Horton took a statement from ANSARI. ANSARI denied anything physical occurring between him and Victim. When asked about the scratches on his face, ANSARI stated Victim grabbed his face and scratched him, so he pushed her off.
ANSARI stated he pulled Victim’s hair, after she pulled his. ANSARI stated Victim [NAME REDACTED] during the argument and may have hit her face on the carpet. ANSARI denied strangling Victim and could not explain the bruising on Victim’s chest. ANSARI stated the morning after the argument, Victim’s face was swollen and bruised. ANSARI stated he gave Victim $60 and apologized. ANSARI stated he had never don’t anything like this before and felt horrible. ANSARI has one prior qualified domestic violence related offense conviction (domestic assault) in Tennessee court file number [PHONE REDACTED] (disposition date: 06/29/2016). FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
