On October 24, 2025, officers of the Oak Park Heights Police Department were dispatched on a delayed theft report at Walmart, [ADDRESS REDACTED] N, City of Oak Park Heights, Washington County, Minnesota. Officers were advised one of the suspects was identified as TIFFANY MARIE FINNEGAN, [DOB REDACTED], the Defendant herein. Walmart staff advised Defendant had been involved in four separate incidents, one of which was on September 21, 2025, at approximately 8:54 PM. On September 21, Defendant arrived in the same vehicle as the previous thefts, which was registered her.
Both Defendant and co-defendant, identified as D. S., are seen shopping inside Walmart and placing merchandise in a cart. Defendant then proceeds to the self-checkout, but does not pay for the items in the cart, and instead only pays for two sodas. Defendant then exited the store with the unpaid merchandise. While Defendant was at the self-checkout, D. S. Exited the store and drove the vehicle up to the no-parking zone. As Defendant exited the store, D. S. Helped Defendant load merchandise into the car.
The total loss from the theft is $148. Officers reviewed surveillance video and compared it to known photos of Defendant, confirming they are the same person.
