The Complainant having reviewed the applicable reports believes the following facts to be true: On December 30, 2025, at approximately 3:25 PM, officers with the Metro Transit Police Department responded to the LRT platform at Hamline and University in the City of St. Paul, Ramsey County, on a report of an individual refusing to show fare. As officers were speaking with that individual, they were flagged down by trip agents who were on board a light rail train. An individual on board the train, later identified via fingerprints as EDWIN MORURI OMARIBA [DOB REDACTED], Defendant herein, had fallen from his seat.
A Metro Transit security guard attempted to assist Defendant back into his seat and check on his well-being. It should be noted that Defendant smelled of alcohol and appeared intoxicated. During the welfare check, Defendant proceeded to punch the security guard twice in his chest with a closed fist. A struggle ensued between Defendant and the security guard after the punches as the security guard attempted to detain Defendant. Officers observed this struggle after being flagged down and went to assist.
Defendant continued to struggle with officers and swung his fist at one of the officers. Defendant had to be assisted to the ground and restrained by multiple officers to get him secured into handcuffs. Defendant then had to be carried off the train. As officers were attempting to obtain Defendant’s identification using fingerprints, Defendant tensed and clenched his fist to avoid extending any digits. Officers had to pry his thumb and physically hold it out so the machine could read the print. Defendant has one prior qualified domestic violence-related offense conviction within the past three years, to wit: Fifth Degree Assault, entered February 12, 2024 in Court File No. ••-CR-••-••••.
