On April 20, 2026, at approximately 2239 hours, Minneapolis Police Officers observed suspected narcotic sales occurring at Lake Street East and Blaisdell Avenue South, as well as the alleyway behind [ADDRESS REDACTED], Minneapolis, Hennepin County, on Milestone Cameras. Officers were monitoring this area specifically because this intersection and alleyway have experienced a large amount of narcotics-related activity in the recent past. Officers observed several groups of individuals loitering at the mouth of the alley and inside the alley with a male riding a bicycle that was later identified as LORENZO T KILGORE, Defendant herein.
The Defendant was observed meeting with several different individuals and appearing to be conducting hand to hand transactions - exchanging cash for suspected narcotics. The Defendant had several brief interactions where he would interact with an individual for only a few seconds, appear to exchange items, and then end the interaction. In one of those interactions, the Defendant interacts with two females. One of the females removed an item from her back pocket and handed it to the Defendant, while the Defendant simultaneously reached into his right pocket.
The Defendant took the item and appeared to provide something in return. The female then walked away from the Defendant while the Defendant was observed placing something back into his right pocket. This interaction was brief. Immediately afterward, the same female was observed placing a straw in her mouth while holding a shiny metallic object consistent with tinfoil. The second female was observed removing what was observed be consistent with cash and handing it to the Defendant. She was also holding a metallic object consistent with tinfoil.
She moved her hand toward the Defendant, who leaned slightly toward her and appeared to manipulate an item. After this brief interaction, the female walked away and then leaned over the tinfoil. The Defendant again placed his hands into his pockets following this interaction. The Defendant remained at the mouth of the alley briefly before traveling further into the alley, where additional groups were loitering. Several individuals at the mouth of the alley were observed exhibiting behaviors consistent with narcotics impairment, including heavy leaning, unnatural bending forward, and constant movements.
Some individuals were also holding objects consistent with narcotics paraphernalia, including tinfoil. Officers on the ground were able to observe the Defendant holding a plastic baggie containing a substance consistent with narcotics. Based on the totality of the circumstances, including the Defendant's repeated brief interactions with multiple individuals, movements consistent with hand-to-hand exchanges, the apparent exchange of cash, the immediate behavior of one individual consistent with narcotics use following contact with the Defendant, Officer's observation of the Defendant holding a baggie containing suspected narcotics, and Officer's training and experience, Officers established probable cause to believe the Defendant was engaged in the sale of narcotics.
