At around 1:15 AM on April 20, 2025, officers were sent to [ADDRESS REDACTED] East, St. Paul, Ramsey County on a gunshot victim on the caller’s porch. Officers found FAH [DOB REDACTED] with a gunshot wound to his right leg and an injury above his left eye. FAH told police a Black male shot him in the parking lot south of the residence after they got into a fistfight. FAH claimed he was shot by the boyfriend of a woman he was there to meet. FAH then knocked on doors for help as he did not have his cell phone.
Officers found two spent shell casings with Hornady 9MM LUGER headstamps near a dumpster in the parking lot. Officers spoke to a witness who recalled a smaller SUV in the parking lot by the garbage can late on April 19 or early in the morning of April 20, 2025. The witness saw someone smoking inside the SUV. The witness heard a guy yelling but could not discern what the man was yelling about. Surveillance video from Boca Chica showed a dark-colored SUV in the parking lot. It appeared that there were multiple people in the SUV. Officers thought it was possible that the SUV went to a nearby Holiday as it was one of the few locations open at that time of night.
Officers determined that one of FAH’s top callers was MM. MM is the registered owner of a 2018 Nissan Rogue bearing Minnesota license plates KGL056. Surveillance video from Holiday showed MM and his Rogue at the Holiday on the evening of April 19, 2025 at the same time as his phone placed him there. The Rogue’s front passenger was identified as FAH. An officer identified HASSAN FARAH HIRSI [DOB REDACTED] as being with MM and FAH. Investigators obtained warrants for cell phone location data for FAH’s phone, MM’s phone, and Hirsi’s phone.
MM’s phone went to FAH’s address around 5:45 PM on April 19, 2025. The two phones eventually went to the east side of St. Paul near Hirsi’s address at [ADDRESS REDACTED]. The three phones then moved together through the downtown area and to the area of the shooting at [ADDRESS REDACTED] at around 9:00 PM. At around 9:45 AM, FAH and Hirsi’s phones moved to the Holiday gas station. The three phones then appeared to stay in the area of [ADDRESS REDACTED] until around 1:10 AM on April 20, 2025 when all three devices travelled to the area near Hirsi’s home.
MM’s phone went from Hirsi’s home back to [ADDRESS REDACTED] and then to MM’s home. MM later agreed to speak with investigators. MM admitted he was with FAH and Hirsi during the shooting. The trio have been friends for over 20 years. MM picked FAH and Hirsi up, and he parked off Delos Street. They hung out and watched videos on the phone. FAH was drunk and punked Hirsi. FAH called Hirsi a snitch. Hirsi got angry. FAH and Hirsi got out and fought in the parking lot. MM got out and heard two or three gunshots.
MM didn’t realize FAH had been shot – MM thought Hirsi was only scaring FAH with the gunshots. MM denied knowing there was a gun in his vehicle until Hirsi began shooting. MM gave Hirsi a ride home. MM returned to Delos Street where he saw police cars and an ambulance. MM realized at that time Hirsi had shot MM. MM said FAH left his phone in MM’s vehicle. MM later returned the phone to FAH. On January 26, 2026, officers arrested Hirsi in a traffic stop after he left [ADDRESS REDACTED]. Officers recovered a set of keys from Hirsi.
