On or about January 29, 2026, at approximately 2:07 P.M., officers responded to a report of a threat at the Hennepin/1st Street North Northbound bus platform in Minneapolis, Hennepin County, Minnesota. The reporting party, T. K. (“Victim” herein), stated he had been threatened by another male at the platform with brass knuckles. Victim [NAME REDACTED] was a black male with one gold tooth wearing a leather black and white jacket with purple lettering on the sleeve and the Joker logo on it, a grey winter beanie with the Vikings logo, a grey hoodie, black pants, and black shoes.
Victim [NAME REDACTED] on the 8220 bus. Victim reported to officers that the incident occurred at the bus stop platform around 1:45 P.M. Victim [NAME REDACTED] inside the bus shelter when the suspect walked up to him. Victim stated the suspect immediately started getting aggressive and started reaching into his pockets. The suspect pulled gold colored brass knuckles out of his jacket pocket, balled his fist, and postured towards Victim in a fighting stance. Victim told the suspect to get away, but the suspect continued to come forward towards Victim with his fists “bunched up” looking like he was “wanting to throw punches.” Victim [NAME REDACTED] from the suspect and eventually kicked towards the suspect to get him to back away.
The suspect became less physically aggressive after the kick but continued to be verbally aggressive. Victim [NAME REDACTED] said, “ain’t nobody worried about you,” “you can’t fight,” and made derogatory statements about Victim’s mother. The suspect then boarded the 8220 bus. Victim [NAME REDACTED] during this incident, and he was “absolutely worried” for his life and safety. Real Time Information Center specialists produced still images of the suspect from the incident. Officers located a man matching the suspect’s description at approximately 2:32 P.M. At the E-Line bus stop at 4th Street East and 10th Avenue Southeast in Minneapolis.
Officers confirmed the suspect at that stop was the same person from the still images of the incident at the Hennepin/1st Street North Northbound bus platform. Officers approached the suspect, who was identified as JERMAINE TERRELL PHILLIPS, [DOB REDACTED] (“Defendant” herein). Officers arrested and searched Defendant and recovered gold brass knuckles from Defendant’s person. Officers showed Defendant still images from the incident at the Hennepin/1st Street North Northbound bus platform, and Defendant did not deny it was him in the images.
Defendant was transported to the Hennepin County jail. Defendant remains in custody.
