On March 23, 2026, at approximately 5:13 P.M., Saint Paul Officers responded to the 100 block of Manitoba Avenue, Saint Paul, County of Ramsey, on a call where several individuals were loitering on a vacant property. Officers arrived on scene and found two individuals on the property. NICOLE LEE JOHNSON, [DOB REDACTED], was one of the individuals found on the property. JOHNSON was upset and crying, and said she had a warrant for Burglary in the Third Degree. JOHNSON had a backpack in her possession.
She was placed in a squad car. JOHNSON had two felony warrants out of Ramsey County- Burglary in the Third Degree and Possession of Burglary Tools. She also had a gross misdemeanor warrant out of Hennepin County for VOCSL 5th Degree. JOHNSON’s bag was searched. A black zipper case that contained a small plastic baggie with a crystal- like substance was found in JOHNSON’s bag. As Officer Martell interacted with JOHNSON, she was in and out of consciousness. She said she smoked approximately a gram of fentanyl prior to officer arrival.
Medics were called to evaluate JOHNSON. Officer Gallatin conducted presumptive tests on suspected drugs. Item #1, labeled small plastic baggie containing a small crystal substance, result positive methamphetamine, net weight.47 grams.
