The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: The defendant, ZACHARY SCOTT LORENZ ([DOB REDACTED]), was convicted in September 2019 of Criminal Sexual Conduct in the Third Degree, for having sexual intercourse with a 14-year old girl at a home from which he had been repeatedly trespassed; he was 24 years old at the time. Following the conviction, the defendant executed an acknowledgment of the requirement that he register with the Bureau of Criminal Apprehension (BCA) as a predatory offender.
This included the requirements that he (1) register, at least five days prior to the move, any change to his primary address; (2) register, within five days, any address where he stays overnight, when he is not staying at the primary address; and (3) return, within ten days, any verification form sent to him by the BCA. Because of subsequent convictions and periods of incarceration, he is required to register until 2035. On August 15, 2025, the defendant executed a BCA change of information form indicating that, following his supervised release from prison on August 20, his primary address would be Cochran Recovery Services on White Bear Ave.
N. In Maplewood, Ramsey County. On October 2, 2025, an address verification letter was sent to the defendant in care of Cochran Recovery at the White Bear Ave. Address. It was returned by the postal service eight days later (October 10) with the marking “Attempted – Not Known – Unable to Forward.” Three days after that, on October 13, a director at Cochran Recovery confirmed that the defendant was no longer a resident there. Officers attempted to reach the defendant via several phone numbers which he had previously registered with the BCA, as well as phone number listed for him with Hennepin County probation.
These attempts were unsuccessful. Despite not living at his registered address since at least October 10, the defendant has registered no other address information with the BCA. He has not completed the verification form that the BCA sent on October 2 to his registered address. At least one warrant for his arrest is outstanding. His whereabouts are unknown.
