On July 8, 2025, Investigator Brian Mattson of the Grand Rapids Police Department received a report that a minor female (CHILD ONE [DOB REDACTED]) and her mother were at the New Beginnings Pregnancy Care Center in Grand Rapids. It was reported that CHILD ONE was 22 weeks pregnant and reported that she had been raped by her cousin, resulting in the pregnancy. CHILD [NAME REDACTED] who sexually assaulted her as Loren Glen-Donald Foster-Bilyeu. She stated that the incident took place at her house at [ADDRESS REDACTED], Grand Rapids, Itasca County.
CHILD ONE stated that Foster-Bilyeu came over to her house to visit with his father. She stated that her room is down in the basement of the residence, opposite of the area in the basement where Foster-Bilyeu would visit with his father. She stated that Foster-Bilyeu came into her bedroom and got close to her, which made her uncomfortable. She stated that he then began touching the inner thighs on her legs, at which time she "froze up". She stated that she was wearing shorts and t-shirt. She stated that while they were on the bed, he put his penis into her vagina.
She stated that she continually told him to get off of her. She was unsure of how long the intercourse lasted. She stated that he did not wear a condom. She stated that after the intercourse ended, he got dressed and went back to the other side of the basement. She stated that she did not tell anyone about what happened because she was scared. She stated that he told her that if she told anyone "he would do something". Investigator Mattson later obtained medical records from Child One's appointment at the the Grand Itasca Clinic and Hospital on June 30, 2025, which placed Child One's due date as October 31, 2025. The range of likely conception dates for such a due date would be from January 31, 2025 through February 7, 2025, with the most likely date of conception being February 6, 2025. On February 6, 2025, Foster-Bilyeu would have been 18 years and 12 days old.
CHILD ONE would have been 13 years 9 months and 15 days old. On July 21, 2025, Investigator Mattson contacted Foster-Bilyeu's mother about setting up a meeting with him. Foster-Bilyeu's mother indicated that if this was about her son allegedly getting his cousin pregnant, "it was all lies". She indicated that she would bring Foster-Bilyeu to the police department on July 24 to meet with Investigator Mattson. On July 24, 2025, Foster-Bilyeu arrived at the police department with his mother. They met in a multi- 2 31-CR-26-143 Filed in District Court State of Minnesota 1/16/2026 purpose room in the City Hall building.
Foster-Bilyeu's mother was allowed to remain in the room during the interview due to him having some "mental health deficits." During the statement, Foster-Bilyeu acknowledged being familiar with CHILD ONE, as his cousin. Investigator Mattson told Forest-Bilyeu that she had gone to the doctor and learned that she was pregnant. Investigator Mattson told Forest-Bilyeu that CHILD [NAME REDACTED] stated that he had done "sexual stuff" with CHILD [NAME REDACTED] at her residence to visit his father. Foster-Bilyeu claimed that nothing had happened between them.
