Investigator Mattson confronted him with the fact that CHILD ONE stated the two of them had sexual intercourse, which he denied. Investigator Mattson also told him that paternity testing could be ordered to determine who the father of the child [NAME REDACTED] ONE was saying that he would be the father. When Investigator Mattson asked him whether there was any chance that he was the father, Foster-Bilyeu shook his head side to side and stated, "no." Prior to concluding the interview, Investigator Mattson asked Foster-Bilyeu one last time whether there was any chance that he was the father, in which Foster-Bilyeu again replied, "no." On August 19, 2025, a forensic interview was conducted with CHILD ONE. During the interview, she recounted essentially the same version of events regarding the sexual assault as what she had previously told Investigator Mattson with a few additional details.
She stated that she had been scared during the incident and did not know what to do. She stated that Foster-Bilyeu only had intercourse with her one time. On October 27, 2025, Itasca County Health and Human Services notified Investigator Mattson that CHILD [NAME REDACTED] on October 25, 2025. On October 28, 2025, Investigator Mattson applied for a search warrant for known DNA samples from CHILD ONE's baby and Foster-Bilyeu. Both search warrants were granted by the Honorable Sarah McBroom on October 29, 2025. On October 30, 2025, Investigator Mattson obtained a known DNA sample from CHILD ONE's baby [DOB REDACTED]. Later on October 30, 2025, Investigator Mattson and Investigator Samantha Tarbuck of Itasca County Health and Human Services made contact with Foster-Bilyeu at the Salvation Army Store in Grand Rapids.
