On April 5, 2026, at approximately 12:07 A.M., St. Louis Police Department officers observed a vehicle parked in the entrance to an apartment complex located on the 3700 block of Wooddale Avenue South in St. Louis Park, Hennepin County, Minnesota. Officers noted that vehicle was blocking all traffic from entering or exiting the parking lot to the apartment complex. Officers waited behind the vehicle for approximately thirty seconds, and the vehicle did not move. Based on prior experience with the apartment complex, officers believed the driver may be a slumper or in need of assistance.
Officers activated their squad spotlight and white lights to see if they could determine the status of the driver. At this point, the vehicle began to drive into the parking lot and parked in a space reserved for vehicles with a handicap permit. Officers made contact with the driver, later identified as ROGER KEITH WASHINGTON, [DOB REDACTED], hereinafter Defendant. Upon said contact, officers recognized Defendant as a wanted person. Defendant thereafter provided the name and date of birth of another.
Officers confirmed Defendant's identity through their law enforcement database, thereby noting Defendant had several valid warrants for his arrest. Officers ordered Defendant to exit the vehicle and conducted a pat frisk at which time officers felt a solid cylindrical object in the groin area of Defendant's person. Officers obtained the object and discovered it contained a suspected controlled substance. Said substance was later field tested, returning a positive result for the presence of cocaine, a controlled substance.
The cocaine had an approximate weight, without packaging of approximately 1.01 grams. Officers subsequently attempted to place Defendant under arrest for said warrants. At this time, Defendant became combative and kicked officer JL in the leg as he attempted to flee. Officers maintained control of Defendant and placed him in the rear of the squad vehicle. In placing Defendant in the vehicle, Defendant again kicked at the officers, striking Officer AR in the pelvic area, causing the items connected to AR's utility belt to fall to the ground.
Defendant is currently in custody and has a pending felony drug case per MNCIS case number 27-CR-25- 27618. The State respectfully requests this complaint issue via order of detention.
