Your Complainant is an Investigator for the Anoka County Sheriff’s Office and in such capacity makes this Complaint based upon the reports of Deputies Ryan Kirchen and Joshua Berggren, whom your Complainant believes to be truthful and reliable. On November 28, 2025, at approximately 9:02 P.M., Deputy Ryan Kirchen of the Anoka County Sheriff’s Office was on duty and on patrol traveling westbound on 181st Avenue NW just east of Verdin Street NW when a motor vehicle pulled out in front of his squad car.
Deputy Kirchen observed the suspect vehicle, Minnesota license plate [PLATE REDACTED], fail to maintain within their lane on multiple occasions while traveling westbound on 181st Avenue NW. Deputy Kirchen executed a stop of the vehicle at Tulip Street NW and 177th Avenue NW, in the City of Andover, County of Anoka, State of Minnesota. Deputy Kirchen observed the vehicle was slow to stop and made an abrupt move prior to pulling over to the shoulder. Deputy Kirchen approached the vehicle and spoke with the driver subsequently identified as the defendant herein SCOTT ALAN GORHAM, [DOB redacted]. Deputy Kirchen immediately detected the odor of an alcoholic beverage emitting from the vehicle.
The defendant first denied consuming any alcohol but subsequently admitting having some drinks. While speaking with the defendant, Deputy Kirchen observed the defendant’s eyes were watery and his speech was slurred. Deputy Kirchen administered the horizontal gaze nystagmus test and the walk and turn test to the defendant and observed signs of impairment. The defendant declined the one leg stand test. Deputy Kirchen administered a PBT to the defendant which resulted in a reading of.191 alcohol concentration, a fail.
In the opinion of Deputy Kirchen, the defendant was under the influence of alcohol. The defendant was placed under arrest and transported to the Anoka County Sheriff's Office. Deputy Kirchen read to the defendant the Minnesota Breath Test Advisory. The defendant stated that he understood the Advisory, declined to speak with an attorney and agreed to a breath test. Deputy Joshua Berggren of the Anoka County Sheriff’s Office administered the DataMaster DMT test to the defendant which resulted in a reading of.16 alcohol concentration at 10:02 P.M. The above facts constitute the Complainant’s basis for believing that the above-named defendant, on the 28th day of November 2025, in the City of Andover, County of Anoka, State of Minnesota, did commit the above-named offense(s).
