On March 19, 2026, the Ramsey County Sheriff’s Office received a cross report regarding child [NAME REDACTED] at New Horizon Academy at [ADDRESS REDACTED] North, Arden Hills, Ramsey County, Minnesota. The complainant, T-VTM, an employee with the Department of Children and Youth, told the deputy that the incident occurred on the morning of March 10, 2026, and the suspect was RUBY CHRISTIAN KOLBOW – [DOB REDACTED]. The first report by KOLBOW was that the child, OV – YOB: 2022 (age 3), was accidentally hit in the nose and got a bloody nose.
However, OV’s mother stated that OV reported that he was hit by staff, so the incident was investigated further. According to the New Horizon staff report, the footage showed OV sitting in the chair then grabbing a book. KOLBOW came into the area, took the book away, and struck him in the face. KOLBOW then gave him a paper towel. KOLBOW was initially suspended during the internal investigation then subsequently terminated. Video footage showed OV sitting down with a book on his lap. KOLBOW walked up to him, stood in front of him, bent down to take the book from him, then slapped him in the face with an open hand.
KOLBOW continued standing in front of him then reached down toward OV again, and OV held up his left arm in front of his face apparently to protect himself from KOLBOW. KOLBOW turned around, grabbed a paper towel, wiped OV’s nose, then OV held the paper towel up to his nose. A short time later, KOLBOW gave him another paper towel, and OV discarded the first paper towel. Law enforcement attempts to contact KOLBOW were unsuccessful.
