On February 6, 2025, an officer from the Waite Park Police Department was made aware of a child protection report regarding a potential sexual assault. The report indicated Noal Christian Koopman, [DOB REDACTED], Defendant K herein, and Jennifer Lee Schreifels, [DOB REDACTED], Defendant S herein, had performed sexual acts in front of Child A and then Defendant K put Child A's hand on Defendant S's vagina. Child A is minor [NAME REDACTED] in 2016. The officer called Child A's mother, C. A. L., fully identified in police reports.
C. A. L. Stated Child A had told her about the defendants engaging in sexual activity while he was in their bed and Defendant K putting Child A's hand on Defendant S's vagina. C. A. L. Indicated she had confronted Defendant K about the activity and had not let Child A go to Defendant K's house since that day. C. A. L. Showed the officer the messages. Defendant K responded that he was sorry and he would always love Child A. The text message was dated November 13, 2024. A forensic interview at the Child [NAME REDACTED] was scheduled for February 13, 2025. During the forensic interview, Child A said several times he did not like to talk about what happened.
Child A disclosed Defendant K and Defendant S were naked and engaged in sexual acts several times when he was in bed with them. Child A described Defendant S would put Defendant K's "balls" in her mouth. Child A stated both parties did not have their clothes on. He saw this with his eyes. Child A stated this happened on more than ten occasions. Child A stated he told his sister what happened. Child A stated the last time he saw the defendants doing this was in the summer time. The officer also spoke with Child A's sister, A. D., fully identified in police reports.
A. D. Stated she was at lunch with Child A when Child A told her he was in bed with the defendants and they were naked. Child A stated they were doing sexual things when Defendant K grabbed his hand and put it on Defendant S's vagina. The defendant spoke with law enforcement and indicated he lived with his father. This residence is located on the 800 block of 5th Ave S in the City of Waite Park, County of Stearns, State of Minnesota. Defendant K stated Defendant S lived with him over the previous summer.
Defendant K stated Child A was at his house with them every weekened. Complainant has reason to believe and does believe that all of the above information is true and correct. The above facts constitute your complainant's basis for believing that the above-named defendant, on or between about the first day of May of 2024 and the 13th day of November of 2024, in the City of Waite Park, County of Stearns, State of Minnesota, committed the offenses described herein.
