On January 24, 2026, at approximately 10:07 P.M., Wright County Deputy Lisic was on routine patrol when he observed a Mercury SUV driving south on Autumn Oaks Dr from Hwy 55, Rockford, Wright County, Minnesota. The deputy observed the driver signal with the left and right turn signal but then continue driving straight. The driver did this another time signaling but not turning. The driver also stopped past the stop line at 3 different stop signs. When making a left turn onto Kettenack Dr from Autumn Oaks Dr the driver cut the turn short which resulted in travel where opposing traffic would be.
The vehicle was observed driving 17 MPH in a 10 MPH zone. Dep. Lisic performed a traffic stop, and identified the driver by MN DL as Trisha Ann Burroughs, [DOB REDACTED], hereinafter the defendant. Dep. Lisic observed that her speech sounded slurred, her eyes were bloodshot, her heart rate was visibly rapid in her neck later measured at approximately 114 BPM. She was vague with her last drug use saying it was a long time ago. She had a recent drug arrest in September of 2025. Dep. Lisic noted a rock collection consistent with methamphetamine users in the driver's door.
Dep. Lisic proceeded with field sobriety testing of the defendant, which showed signs of stimulant impairment including estimating 22 seconds as 30 with eyeball movement, consistent eye jerking, some clues of poor balance. She stated her last drug use was about a month prior. The defendant provided consent to search the vehicle, during which the Deputy located a small purse containing 2 glass smoking devices with burnt residue consistent with methamphetamine ingestion, baggies with residue, a baggie containing 3.22 grams white crystal substance and another baggie containing.23 grams brown crystal substance, testing positive as methamphetamine and weighed without packaging.
In the vehicle other baggies with white powder residue were located. A search warrant for blood or urine was granted, and the defendant was advised that refusal was a crime. She stated that she would not provide a blood or urine sample. The defendant has prior convictions for DWI on 10/10/23 (86- CR-23-154) and on 3/28/23 (••-CR-••-••••).
