The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On December 18, 2:15am, Ramsey County Emergency 911 received a call from a man who said that another man had threatened to stab him with a knife at a parking ramp at [ADDRESS REDACTED]. E., St. Paul, Ramsey County. St. Paul Police responded and met with the caller, JRB ([DOB REDACTED]), a security guard for the property. He said that he approached a group who were trespassing in the ramp and asked them to leave the area.
He said that one of the men uttered a racial slur, pulled out the handle of what appeared to be a knife, and said, “I will stab you!” He said that he (JRB) fled and called 911. JRB said that he could now see the man, via security camera, on the other side of the block. Officers approached the man. He was identified as the defendant, RICHARD THOMAS SWEIGERT ([DOB REDACTED]). In his pocket was a folding a pocketknife. It was photographed recovered, and he was detained. JRB said that during the incident, he believed that the defendant was going to stab and seriously injure him.
The defendant was talking nonsensically to himself; he was not interviewed.
