Having reviewed the reports and conducted my own investigation, the undersigned investigator believes that the following facts establish probable cause for the crime of Domestic Assault by Strangulation: On Thursday, December 14, 2025, St. Paul Police responded to a report of domestic assault. They made contact with the victim in the hallway of her mother’s apartment building, where she had fled to in order to safely make a report. Officers spoke with her and she told them her baby daddy, Malachi Larenn Carter, [DOB REDACTED], had been beating her up for a while.
They lived together in her apartment in St. Paul, Ramsey County. She tried leaving him a couple of days earlier – she got up her five children in the middle of the night and left to stay at her mother’s house, thinking that would be the safest way to leave. But, he convinced her to come back and she returned to their apartment. However, on the morning of December 14th, Carter was upset that they didn’t have sex the night before. He asked her why she left the other day, and whether it was to cheat on him.
The victim [NAME REDACTED] told him she was scared he was going to put hands on her again, and got up to open the bedroom window. She said Carter got out of bed at that point, jumped on top of her, and started choking her on top of the bed with both of his hands. She went in an out of being able to breathe. She said at some point, he wrapped a white t-shirt around his hand and began hitting her. At some point, the kids walked into the room and saw him beating her, and Carter shut the door. After things cooled off, the victim suggested they go to Starbucks.
Once they got there, they decided to go to the gas station instead to grab a few things. The victim [NAME REDACTED] in the store without her, because her face looked beaten up. He agreed, and once he was inside the store, the victim jumped in the driver’s seat and drove away with the kids to her mother’s house. The victim’s five children who were present during the assault were aged seven and younger. Carter is the father of all but one of them. They were in bedroom across the hall from the victim and Carter’s room.
A responding officer spoke to the seven-year-old, who reported witnessing the defendant choke her mother. The victim [NAME REDACTED]. She had two black eyes, a large bruise on her chest, possible petechiae in her right eye, a sore throat, and other bruising. Officers went to the scene, but Carter was not there. They photographed some blood in the bedroom, as well as the victim’s injuries. Defendant’s current whereabouts are unknown, and his last known address was with the victim [NAME REDACTED]. Additionally, Carter currently has an active warrant for a domestic abuse case against a different victim (••-CR-••-••••), which also involved allegations of strangulation.
