The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 14, 2025 at approximately 6:14 P.M. A Saint Paul police officer observed a motor vehicle (MN plate PTB983) near East 7th Street and Olive in the City of Saint Paul, Ramsey County. The driver did not appear to be wearing a seat belt, a record check showed the car's registered owner had a revoked license, and the car jumped over a curb as it pulled into a parking lot, so he performed a traffic stop, approached, and spoke to the driver, Kingsten Sabastien WALTON, [DOB REDACTED], MN ID # F866001875720, Defendant herein.
The officer could smell an odor of burnt marijuana on Defendant's person. He also had bloodshot eyes and slurred his speech, and gave the officer a credit card instead of his license until his mistake was pointed out. Defendant performed poorly on four field sobriety tests, so he was placed under arrest and transported to the Ramsey County LEC for testing. A search warrant for a blood or urine draw was obtained and Defendant was informed of his rights, but he refused to cooperate with either a blood or urine draw, not giving a reason.
Defendant has a prior conviction for DWI from 2019.
