10 P.M., Agents Jordan Hennes and Josiah Puckett of the CEE-IV Drug and Gang Task Force were conducting an investigation to locate Amberly Samuelson who had an active warrant for her arrest. Agents learned that Samuelson was in the area of 1004 14th Avenue SE in the City of Willmar, Kandiyohi County, Minnesota. Agents observed a vehicle registered to Samuelson parked in the driveway. Agents observed Samuelson get out of the vehicle and knock on the door of the residence. When she did not get a response, she returned to the vehicle.
As Agents were confirming her arrest warrant with dispatch, a second vehicle pulled into the driveway. Agents recognized GILBERT LEE TORRES [DOB REDACTED] as the front seat passenger. Agents confirmed that TORRES also had an active warrant for his arrest. The vehicle TORRES was in appeared like it was getting ready to leave. Agents pulled their unmarked squad car onto 14th Avenue. As Agents got closer to the vehicle, it continued to back up. The Agents honked their horn. The vehicle backed into the driver’s side quarter panel of the unmarked squad car.
Agent Hennes approached TORRES and informed him of the warrant. He was placed under arrest. During a search incident to arrest, Agents located a torn off corner cut baggie with visible amount of crystal substance that field tested positive for methamphetamine. This was found on TORRES’ person. TORRES attempted to blow the content of the baggie out of Agent Hennes’ hand. A review of TORRES’ criminal history shows a conviction for 4th degree sale of a controlled substance on September 17, 2014 in Court File ••-CR-••-••••. PLEASE TAKE NOTICE: Pursuant to Minn.
