On or about 12/03/2025, Officer 1 (victim 1), Officer 2 (victim 2), and Officer 3 (victim 3), were working as licensed peace Officers in the city of Bloomington, in Hennepin County, Minnesota. At approximately 2232 hours, Officers reported that they were out with a vehicle bearing Minnesota License plate [PLATE REDACTED] that was driving the wrong way. Officers attempted to conduct a traffic stop; however, the vehicle refused to stop and continued to travel westbound on Killebrew Drive at slow speeds.
After several attempts, Officers were able to stop the vehicle. Victim 1, victim 2, and victim 3 were on scene to assist other Bloomington officers with the traffic stop. Officers gave multiple commands for the driver to exit the stopped vehicle. The driver of the vehicle, later identified as Joshua Rocha [DOB REDACTED], Defendant hereinafter, was non- compliant with officer’s requests and refused to exit the vehicle. Officers observed Defendant was moving around inside the vehicle. Victim 3 observed that Defendant had a large assault-style rifle gun and notified other officers Defendant had a firearm.
Officers then took cover and, soon after, Defendant fired numerous shots at a squad car where victim 1, victim 2, and victim 3 had taken cover. Officers then returned fire, resulting in an injury to Defendant’s hands. Officers approached the vehicle and took the defendant into custody. Officers cleared the vehicle and determined that the defendant was the sole occupant of the vehicle. Officers provided the defendant with immediate medical aid and transported the defendant to Hennepin County Medical Center for further medical treatment.
Detectives executed a search warrant for the defendant’s vehicle. During the search, officers located an assault-style rifle in the front seat of the vehicle and multiple shell casings in the front passenger and driver compartment. Additionally, a review of photos that were taken of Bloomington Police Department Squad 885 showed numerous bullet holes in the front and side of the squad car where victim 1, Victim 2, and Victim 3 were located at the time Defendant fired at officers. The defendant is currently in custody.
