On or about February 22, 2025, officers were referred a cybertip from a KIK account that appeared to be downloading child sexual abuse material (CSAM). Officers reviewed the files on the KIK account and confirmed it was CSAM. Officers conducted additional investigation and were able to confirm the KIK account possessing CSAM belonged to Defendant Justin Alexander Hassinger ([DOB redacted]). Officers were aware that Defendant was supposed to only have one phone that was monitored based on a prior conviction for possessing CSAM in case ••-CR-••-••••. Based on all this information, officers got a search warrant for Defendant's home in St. Louis Park, Hennepin County, Minnesota, and for the treatment center where Defendant was located and arrested in Bloomington, Hennepin County, Minnesota.
On April 23, 2025, officers located Defendant at his treatment center in Bloomington and placed him under arrest. After placing Defendant under arrest, officers read Defendant his Miranda rights. Defendant understood his rights and agreed to speak with officers. While speaking with officers, Defendant told officers that he has a second phone on his bedside table in his room in St. Louis Park. Defendant told officers he used his KIK account as recently as the night before and confirmed his KIK username is "stonejas" which was the username of the KIK associated with the cybertip.
After speaking with Defendant, officers executed the search warrant at Defendant's home in St. Louis Park on April 23, 2025. During the search of Defendant's home, officers located two cell phones in Defendant's room along with several handwritten stories discussing a male having sex with a 13-year-old girl and a story about a male kidnaping a little girl and raping her. Officers forensically examined the two cell phones found in Defendant's room and the cell phone officers found on Defendant when they placed him under arrest.
A forensic exam of Defendant's phones showed 149 CSAM images and photos. On the phones, officers also found several photos of Defendant. Below is a description of 7 CSAM images or videos found on Defendant's phones: The hash values from images one through four noted below were uploaded to NCMEC by the investigator and NCMEC identified four victims in the images as identified victims: 1) Description: Image shows a female suspected of being 7 to 10 years of age with undeveloped breasts covered by her hair, holding something above her head while an adult male's testicles and penis are near her hands who appears to be having intercourse with someone else in the background.
