On November 25, 2025, at approximately 4:18 A.M., police responded to the Quality Inn at [ADDRESS REDACTED] West, St. Paul, Ramsey County, Minnesota. Hotel staff said a guest’s visitors caused a disturbance, and they wanted the guest, PDJ, to leave. After retrieving PDJ’s belongings, police assisted him out to his vehicle. As police approached PDJ’s vehicle, they observed two females physically fighting. Police attempted to separate the females several times. Eventually, police placed one of the females, later identified as RUWEIDA A MALIK – [DOB REDACTED], in handcuffs.
Both females appeared to be intoxicated. After police separated the females, police uncuffed MALIK. Police asked MALIK if she wanted a ride or wanted to go to the hospital, but MALIK continued yelling at police and did not respond to the question. MALIK hit her head on the vehicle’s front driver’s side mirror and made multiple statements about killing herself. Police put her back in handcuffs to prevent further self-harm. Police placed MALIK on a medical hold and called for medics to respond. MALIK went limp repeatedly, and she was lowered to the ground and into a recovery position.
While on the ground, MALIK went unresponsive several times, and police administered a sternum rub to wake her up, at which point MALIK would yell or cry. At one point following a sternum rub, MALIK flexed her cheeks and spit directly at the officer. The officer was able to move out of the way to avoid the spit landing on him. Once medics arrived, MALIK continued to physically resist, which caused medics to restrain her for transport to Regions Hospital. While in the ambulance, MALIK continued physically fighting and twice spit through the spit hood at medics.
Due to a major incident that required officers from all districts to respond, police were unable to wait at Regions Hospital for staff to complete their evaluation of MALIK, and she was released to hospital staff.
