At approximately 2:24AM, Defendant wearing all dark colored clothing is standing alone away from the group of people. Defendant moves north in the parking lot of Popeyes and looks toward the east. The person in dark clothing then walks west and south then stops and looks back toward the east. At 02:24:47AM Defendant reacts to something. It appears that a bullet has struck the pavement near him. Shots appear to be fired from behind the parked vehicles along the eastern edge of the Popeyes parking 2 27-CR-25-32268 Filed in District Court State of Minnesota 12/23/2025 lot by an unidentified figure.
Numerous flashes are observed from the area of the public sidewalk adjacent to Pleasant Avenue South, north of Lake Street. Defendant runs north around the Popeye's building and is out of camera 11's view for at least 10 seconds while others are running away and cars are leaving. The shooting has appeared to stop. Defendant then reappears, takes a shooting stance with arm raised and fires multiple times at the corner of Lake and Pleasant under the Popeye's sign towards where the shooting started.
Defendant then runs through the Popeye's parking lot and out of view. INTERVIEW Investigators spoke with Defendant in September at his home located just blocks from the shooting location in Minneapolis. Defendant stated that he was in a verbal argument in the Popeyes parking lot. Defendant admitted he had been shooting a firearm, but he did not remember what happened to the firearm after the incident. Defendant stated he was shot in three places, the most serious was to his torso which required surgery.
Defendant is known to law enforcement to associate with the Muddy Boys East African criminal street gang that spends their time near the Karmel Mall. Defendant does not have a valid permit to carry a firearm. Defendant is not in custody and his whereabouts are unknown.
