On 01/13/2026, police took a report from an adult female, identified herein as “Victim,” regarding continued harassment, since December 2025, by her ex-boyfriend, Irving Eugene Davis, [DOB REDACTED], the Defendant herein. An HRO (27-HA-CV-25-1554) had been applied for by Victim, granted 7/10/2025, but not yet served. (Defendant was later personally served with the HRO on March 23, 2026.) Victim [NAME REDACTED], calls, and messages from the Defendant including voice messages up to 25 minutes long.
Victim stated that the messages often contained illicit remarks, including the statement “I want to suck that nut out of you.” Victim reported that these communications made her feel uncomfortable and afraid that the Defendant would escalate the harassment. When asked what she believed such escalation might involve, she stated, “you know like what you see on a crime TV show.” Victim [NAME REDACTED] has caused sleep loss, anxiety, and increased paranoia, including fear that the Defendant might be following her.
Victim stated that the Defendant calls at all hours and including waking her up from sleep. Victim reported that the Defendant typically calls from an unknown number and that she believed the calls were from him because she had periodically answered and the Defendant had periodically left voicemails. Victim stated that she knew the emails she was receiving were from the Defendant because the address they were coming from, thebanker@gmail.com, belonged to the Defendant and the emails contained voice recordings she identified as the Defendant’s voice.
Victim [NAME REDACTED] had blocked the Defendant’s number, after which he continued calling from an unknown number. Victim [NAME REDACTED] had not realized for an extended period that the Defendant had been emailing her because the messages were in her spam folder. On March 11, 2026, Victim again went to the police to report that on that day she had received 10 emails from the Defendant. She had also received 9 emails on March 10, 2026, 15 emails on March 9, 2026, 22 emails on March 7, 2026, and 12 emails on March 6, 2026. Victim [NAME REDACTED], messages, and voice recordings to police.
Through further investigation an investigator was able to identify the Defendant uses the Facebook profile “TC Banknn” to send electronic messages. Photos on the Defendant’s Facebook page were used to identify him through comparison to known photographs. Defendant has at least one prior qualified domestic violence related offense in the past ten years. On August 12, 2016, the Defendant was convicted of felony Violation of an Order for Protection in court file 27- CR-16-16015. Defendant is out of custody.
