On November 18, 2025 at approximately 10:39 P.M., Officer Birkner received a flock notification that a vehicle bearing MN license ZNB815 was in the area and had a registered owner with a revoked driver’s license. Officer Birkner located the vehicle and observed some traffic violations before initiating a traffic stop in the area of 2nd Avenue and Madison Street, in the City of Anoka, County of Anoka, State of Minnesota. Officer Birkner approached the vehicle and during his investigation he observed that the backseat passengers were not wearing seatbelts.
Officer Birkner further observed marijuana “shake” all over the center console. Officer Birkner noted that the backseat passenger behind the driver would not make eye contact with him, who stated he was 18 and verbally identified himself as Faith Swen, [DOB REDACTED]. Then stated, “my bad sir, I meant 07”, making the [DOB REDACTED]. Officer Birkner ran that name and date of birth through his squad computer but noted that the date of birth associated with that name was 10/04/2006. Officer Birkner then asked the passenger to step out of the vehicle and the passenger stated, “can I be honest with you officer, I lied about my birthday, my birthday is 10/04/2006”. Officer Birkner asked why he lied and he stated that he was with his gang and he was scared.
He then stated that his name was Faith Swen, [DOB REDACTED], a real person. Officer Birkner then asked him how much marijuana was in the vehicle and he stated there wasn’t any. Officers searched the vehicle and located 50 grams of marijuana. They also located a firearm under the backseat driver’s side passenger’s floormat. The firearm was a black Taurus 9mm, serial #AEA011626. The firearm was loaded with 11 rounds in the magazine and one in the chamber. The backseat driver’s side passenger was transported to the Anoka County Jail where he was identified via fingerprints as MATTHEW PATTHE KABBAH, [DOB REDACTED], the defendant herein.
Jail staff informed Officer Birkner that as soon as the defendant realized they knew his true identity he stated that he’s wanted for five counts of attempted murder. A routine record check revealed that the defendant does not have a permit to carry on file, and that the defendant has multiple warrants out of Hennepin and Stearns counties for crimes including weapons offenses. The defendant has two prior juvenile adjudications in court files 27-JV-23-3480 and 27-JV-23-898 both for possessing ammo/assault weapon/pistol under the age of 18. A warrant is requested to protect public safety and ensure the defendant’s appearance in court.
The above facts constitute the Complainant’s basis for believing that the above-named defendant on the 18th day of November 2025, in the City of Anoka, County of Anoka, State of Minnesota, there did commit the above-named offense(s).
