On 08/08/2025, at about 1300 hours, St. Paul Police responded to [ADDRESS REDACTED] in St. Paul, Ramsey County for a report of a burglary. Upon arrival, police spoke to the complainant, NR, who said that between 0530 hours and 0930 hours, someone burglarized his apartment, stole his car keys, and stole his 2008 Honda Fit (MN/JEJ030) that had been parked outside. According to Carfax.com, the average value of a 2008 Honda Fit is $5,782. On 8/9/2025 at about 1700 hours, St. Paul Police spotted the stolen Honda driving on Maryland Ave at Clarence St. The driver appeared to be an Hispanic male, in his 30's, with dark scruffy hair and a full, thick, scruffy beard.
Officers activated the squad’s emergency lights and siren and initiated a traffic stop, but the driver fled. A pursuit ensued, but for safety reasons, was eventually discontinued. On 8/10/2025 at about 1100 hrs, police found the stolen Honda parked at the Union Gospel Mission at [ADDRESS REDACTED] E. It was unoccupied and heavily damaged. Union Gospel CCTV showed that the vehicle arrived at about 1900 hours on 08/09/2025. In the footage, a male suspect parked the vehicle, exited the vehicle, and then used a key fob to lock it.
The suspect appeared to be an Hispanic male in his 30s, about 5’-5” to 5’-8”, with fluffy back hair and a full bushy beard. A screenshot of the suspect was distributed to officers. The suspect was recognized by a Sergeant who believed it was Jeffrey Lamar OTIS ([DOB REDACTED]). The screenshot was then provided to the patrol officers who pursued the vehicle on 8/9/25 and they positively identified the suspect as the same person who fled from them. The investigator then provided those officers BWC video of OTIS from recent incidents and a booking photo of OTIS. Based on these photos, the officers confirmed OTIS’ identity.
OTIS has at least one active warrant. A warrant, therefore, is requested. For purposes of Rule 6.
