On or about December 31, 2024 at approximately 8:11 P.M., Metro Transit officers were dispatched to Light Rail Transition Station 2 at Target Field in Minneapolis, Hennepin County, Minnesota, for a report of theft. On scene officers spoke with R. J. (“Victim” herein) who reported that an unknown male grabbed $10 out of her hands while she was on board the train. The male then fled from the train with her $10. The Real Time Information Center located surveillance video of the incident. The video shows the suspect walking around the train car, seemingly talking to Victim.
The train stops at a station, the doors open, the suspect seems to say something to Victim, and then the suspect grabs money out of Victim’s hands. The suspect runs off of the train as the train doors close. The Real Time Information Center created a still image of the suspect from the surveillance video, which was sent to other officers for identification. In January 2026, officers identified the suspect in the still image as JOSE ANGEL CUELLAR, JR., 05/10/1995 (“DEFENDANT” herein) based on prior contacts.
DEFENDANT’S build and facial features match those of the suspect seen in the light rail surveillance video. DEFENDANT also has tattoos on his face and right hand that appear to match tattoos seen on the hand and face of the suspect in the light rail video.
